Blower Motor Stays on High—Caravan, Voyager, T&C with Auto Temp Control
If your blower motor only has high speed you should suspect a burned out blower motor resistor—unless your minivan has auto temp control (climate control). Those systems do not use a resistor. They vary the fan speed by sending a varying voltage from the temp control to the blower motor power module.
To test the system, connect a digital volt meter to the dark blue/light blue wire at the blower motor power module and see if the voltage varies as you change the fan speed with the control knob. If the voltage varies, then the control head is sending the proper signal and the blower motor power module is bad. Replace the module and you should get your blower working properly again.

96 Grand Caravan heater blower only works on high and wipers will start at randem times.
The two problems are not related. Replace the blower motor resistor to get all fan speeds back. Read this post for wiper issues. Could be a bad steering column switch or bad relay–or corrosion in the junction box.
I have ATC in my 02 Town & Country. The motor contoller installs in the duct behind the glovebox, the same as a traditional resistor pack. As Rick states, it uses a transistor to control the current to the blower motor. The new model has round pins on heat sink instead of the triangular fins of the original design. I assume the new one is more robust, but both can overheat and fail if the cabin air filter is clogged, so change that first. A quick web search can find detailed instructions and photos for the repair. I recall the new one cost me ~$45 on ebay.
